I am from Seattle, living in NYC, and Portland is is my solid vote. I and many of my friends have loved it there for a short time and then wanted nothing more than to leave after a while. It's too easy to get to know Seattle. While there are some amazing people there, it is a very pretentious, aggravated place with a passive aggressive quality that kills it. I have loved it in NY far more than I've ever liked SEA. But if you feel different about it here, then flip my advice.
Portland is sleepy but feels real. Never lived there, but have had many friends from there. Good food, art. Scenesters don't seem so attention-driven.
But if you want something better than both, you'll go north and chuckanut...
