I'm not talking about the big agenicies, in fact i avoid those sweatshops. But if your company does good work people will come to work for you.
For my first job I moved to Leicester, because the company had great clients.
Look at TDR ... they are in sheffield and it's grim up there but i bet any designer would move up there to work for them.
I think your best bet is to look for some newblood, someone who is talented and is looking for a foot in the door.
