What's the Portuguese part of the ocean temperature in Summer? Can you swim in it?

the litoral of Central Pt has around 15-18ºC max in summer: it's swimable if it's not too windy. but it's not really very confortable. To me at least. You need to go further south to get a warmer swim.
and yes, that is mould from the dyed (ink?) "cal" (limestone solution). fungus.
