i was once involved in a study for adapting paper to web - and the main issue was how to avoid the nav being diluted in the vertical overall feel of the page. horizontal nav is good if you can manage to have a somewhat reduce index but it starts taking up some space if you have by default. e.g. nyt.com uses horizontal nav inside the sections, thus reducing its size.
this solution is not bad either, but it's not very used:
