If they did that they would have a 20% success rate, guaranteed.
Random checking will never work by its very nature, consider this:
1).
0.00001% of people are guilty (assuming 1 terrorist -carrying materials to identify him/herself as such - per every 10 million people)2). Even carrying out 10 million simultaneous searches would not guarantee finding any.
The sheer numbers prohibits using properly "random" searches, it does serve to keep the populous nervous and annoyed though.
