i have done this many, many times. in my experience, the best thing is to write a letter with genuine interest, skill and vision demonstrated, but leaving enough out they are hooked into wanting to at least listen to your pitch/concept.
i hav eno links to examples and just write them all as one-offs. i actually think about the recipient as a friend I know but have not talked to in a while for the tone and language; that helps me concentrate on the core message and not get caught up in minutial details that really are in the way to begin with.
just be you and write with conviction.
