Light Rail goes to San Jose/Campbell and Caltrain goes to SF. No BART to speak of in the Peninsula/South Bay and I wouldn't hold my breath.
Yeah its expensive, just the same as the whole Bay Area. There's not a house anywhere you can buy for less than $450,000 anywhere. Condos start in the $2-300,000s. That said, if you have the means, Mt View is a very nice place to visit and like I said I wouldn't mind living there myself.
