I use whatever works best for the application involved and the time allowed.
If it's HTML/CSS, fine, if it's Frames/CSS, cool, CSS only, no problem.
Version4 might hate me for this, but I've been dragging ass on my other portfolio which I had intended to do in CSS and AJAX only, now I just want to bang it out via HTML and Tables in one weekend to get it done with. Too much dicking around with cross platform multi-browser shit. I do that daily here and I'm so annoyed with it.
For my own work lately I've been tempted to do it as easy as possible just to get it done.
To each his own.
