in PS just enter your CMYK in the picker and hit Color Library.
in AI you could open your pantone swatches and randomly look at CMYK values until something is close.

(Mar 6 07, 12:59)that said i've always been suspicious of pantones in PS and would recommend trying to find the correct conversion in AI for a more accurate value.
