    it's not necessary to have an .htaccess file. but if you have permission for a starting \www folder the dependent ones inherit that same permission - unless there's an .htaccess or other sort of user management \www upwards blocking your access to them. or you don't have -w (writing) permission to create new folders. i'd check with the hosting service.
