At first look, I think that your own time is your own time. Are they afraid you'll use knowledge you'll gain working for them to your advantage outside of work or something?
As long as you're not using their resources, files, programs, etc. I don't see why they can tell you what to do in that regard.Tell them to smoke their agreement.
