they dont all PEDs during take-off and landing because of the possibility of radio interfearance between the plane and the tower. Once in flight a plane jumps from crontrol tower to control tower along its path.. the is sunificantly less radio contact between the plane and the towers it encounters. I can go on and on.. my mom is a Flight Attendant.
