It's like buying a car and the complaining about the gas mileage.
It all dependa on what is in his agreement with the host. If they should have suspended the site for excessive bandwidth then he may have a case.
But, i dont think a hosting company would take it upon themselves to suspend a site as its a) affects their revenue b) who are to say they should take a site down.
Your mates in trouble though..and with a bill that size, they are going to be particularly agressive in making sure that one is paid.
