It really comes down to time. figure out the hourly rate times how much time you think it will take. And make sure the agreement has a stipulation for excess hours and what not.
That way you can bid it project based, but the time is way off, you can recoup.It's tough for us to put a price on this, because you know all the details. But I think basic identity can start at around 2500 and go up...
