for a good pro in a major city that doesnt sound too bad, to quote it properly you need to know how many buildings there will be and the level of detail expected on each, are there interiors and if so are they furnished. Are you animating or just pulling out stills.
Lighting is one of the hardest parts and can take hours to sort out if you get it wrong.
You already know the client will pay a little under what you mentioned so just decide what you would happy to take for it against how much experience you have. and how much 5hit you could get into.
