All I can say is Katrina uncovered more failings within all levels of government and society than any man made plan.
Ya, the NO levees are outdated and underfunded due to the local/state corruption or what have you. People knew that. FEMA stumbled the entire time, not saying that they didn't do good works, they did, but they weren't prepared for this. Communication between all levels of emergency personnel and law enforcement hit an all time low here. Not to mention communication between city, state, and national leaders, but that goes without saying.
I don't know if I can blame any one person. I know it's popular to bash George W., God knows I do for so many things, but this has been a slow build-up of negligence everywhere. And a natural disaster exposed it. Which I'm sure it will happen again some day.
As for the people that stayed behind, yeah, ideally everyone should have left, but it ain't that black and white. The old woman who wouldn't leave because that was all she had, the nursing home that couldn't be evacuated, the hospitals, the law enforcement, etc. I do feel sorry for the good people that had their reasons for staying and suffered for it.
