With freelancers, you get the type who save and scrape for software and can't take on jobs because the can't afford the software - such as 3D jobs where using, say, 3DS max where a small job may not even cover the price of the software.
Then you get the type who download all the software illegally, and can take on all manner of jobs, and as a result have more experience in the higher-end programs...
So they have more skills and more money...
But one's legal, the other isn't...
