yes, verbal agreements are upholdable in court...but you are doing all the work and even the client seems to notice this. I would say fuck him. I hold the work hostage to your partner. Who made the initial business contact with this client? Him? He is obligated to the client, not you. Make him pay you up front... The client is not going to pay you and not him..he is obligated to him first, no matter who is doing the work. Overall, you both are going to take a rap for this, just matters is you care or not. Don't use him as a reference, thats all.
