War is a bit different to a design consultancy.
There is no place or excuse for incompetence in an Army. If there exists excuses, then there must be incompetence!

Is it? I don't think so, at least not in approach. There are plenty of places for excuses and incompetence in the military, as there is in any institutional system. Sure you end up dead if that happens, but still plenty of place for it.
