i went to college in tacoma (www.ups.edu) and it's been a struggle for years to get them to get to where they are now. too many trustees, etc. are just running old netscape 4 so they don't care what it looks like. what they have is decent on the front page, i think, but the rest is the old design.
one thing you should consider is that high-ups could care less how it looks, so long as its usable. the UW site does look pretty well easy to get around, even if it is a bit ugly. that's the most important part.
if you're on a college search, dont judge by a website.. a college with an ugly web-site may be an indicator of a poor college, or it may be an indicator that it isn't osbsessed with marketing and image and instead focuses all its resources on the students.
