I have also a small golden section SW project. I haven't had time to finish the tool, but you can find the beta at my website.

Not all that useful as a real layout tool, because it does not fit into the normal design workflow very well yet. Anyways try it out and if I get some responses I might make release 0.9 some day. Best way to use it is to create an SVG with all your main elements and finish the design of in Illustrator.
