That's when a proposal becomes a free design pitch.
They suck; throwing away ideas for free, wasting time designing something you don't yet understand (maybe against a company that already work with the client and understand what they want better). I hate getting involved in pitches, clients should take you on based on your portfolio.
The only good thing it can do is if some shitty company is undercutting you it gives you a chance to show why you're worth the extra money.
Trouble is that everyone does them so if you don't maybe it weakens your position.
