I've also yet to have my CV rejected but thing is i'm only 20. Freelancing would be something you should think about... you'll get you name around, agency experience, contacts then when you're ready go back to full time.
If you want to go straight into full time i'd probably just apply for Junior positions if you don't have a year's agency experience...it sucks i know, I've had to do it and it makes a huge difference to how you are treated and percieved in this highly competitive industry.
Your website also needs to be killer as that can boost your "street cred" (lol couldn't think of another phrase) and your CV needs to be straight to the point...
