That stinks. I've had similar experiences in the past. Be sure clearly state what will be built up front in your contract. Have a sign off stage for both content and design. State in the contract that any deviation from this guide will be considered scope creep and require additional payment. I assume you don't have this stated in your contract, but you may want to mention that these changes would be considered beyond the original agreement and would require more time and an extended budget. No contractor would almost finish building a house then allow their client to change were they want to have the garage.
