depends so much on the business they are in and the purpose of the website... and the rest of the business activities (do they have partnerships with other businesses to send traffic to them, are they prepared to pay to kick-start the traffic by paying for search ranking or placement on other relevant sites? and so on...they can solve this particular problem in weeks if they really want to, but depends so much on their overall business strategy.
