I think they're 'inter-stage' courses between College and University.
In the UK, typically university- goers will have to do their 'A-level' exams at around 16-17. This is after having done GCSEs two years beforehand.
If you don't do A-Levels, then you typically work, or go to college... which is where the foundation course comes in - gives you enough 'points' and relevancy to go to Uni.
