I truly believe people should obtain some sort of license deaming them fit to have offspring. Like a drivers license...
In Toronto it was terrible watching these 2nd and 3rd generation welfare families having kids. What are their kids learning, abuse the system like their parents...
At the same time, I do just generally despise children...
