Japan does have a different society and don't think that all japanese kids fall into the same stereotypical category. My wife set fire to her teacher during high school using liquid-based fertilizer and a cooker lighter. Don't forget where Battle Royale came from.
Although on the surface it's all fine and dandy, high school as well as elementary school suicides on top of teachers killing school kids hit the headlines now and then. It can get quite intense.
As a whole I'd be looking to start my kids off there before university in the UK. It's the difference between walking down the street and seeing a group of boys carrying baseball bats in Japan and the UK. In the UK, I'd probably be looking to run for my life, but in Japan the boys are either returning from or going to baseball practice.
In Japan, there's more emphasis on doing stuff. There's always something to do at some point in the day from sports to afterschool activities to specialist schools.
You still get your group of slackers breaking glass and dealing drugs, but then the Yakuza keeps all that under tabs and in control.
You'll never find a perfect place to raise your kids, you just need to do the best you can.
