I dunno, I'd have thought it's been a couple of years since new computers shipped with 1024*768 res preset rather than 800*600?
We have to design for 800*600 at work as users are users so you need to cater to the lowest common denominator but I don't there's anything wrong with developing for higher res users unless your site demands it.
