alot of public bathrooms now have garbage cans by the door because people are becoming more aware of bacteria etc...
... so - now it's slowly becoming 'common practice' to leave a garbage can at the door - so when people wash their hands and leave... they open the door w/the towel they just dried their hands with - and toss it in the conveniently placed recepticle.

On another note... this actually made sense to me - My old boss used to say that he'd wash his hands FIRST... before pulling out his hoohoo and doing his deed...
... that way - his weeny is still clean from the shower earlier. Hmm... now that I think about that - it seems a little bit protective of yer pecker...
... but anyway...
