Most major countries in Europe have low cost airlines, often with region-specific routes:

http://www.norwegian.no (Norway prolly)
http://www.aerlingus.com (Irish, not calling themselves low-cost, but cheap, also flying to the US)

http://www.ryanair.com (Irish, but plenty of routes across Europe)$10 flight seems a fairy tale. I mean, I have bought €0.01 tickets before, but you always have to add about €15-25 in taxes.
A week ago I flew Dublin-Paris, 2 people return for €92 total.
Mind that low cost airports are usually situated far from the cities and bus/train/cab has to be calculated into the price.
