    is it setting the camera to 400 when the film is 100?

    no.

    It's shooting with slide film, and then processing it in standard film chemicals. Shooting at 400 when the film is 100 is called pushing - to compensate for the whack results produced by this process. You can "pull" the film speed in the other direction, and indeed cross process standard film in slide chem'.
