UQAM is a really solid school and yes it is primarily french, but you could get by with english no problem. I come from Montreal and went to RISD in providence and while it was a good experience, I'm not sure if I would repeat my choice.
Like someone said before, the schools in the US are over populated with students who don't deserve to be there. Money is the main criteria which gets you into these schools. Don't get me wrong, there are crazy talented designers and artists as well, but I would say that they make up about 10 percent of the students there.
My girlfriend went to ECIAD and has nothing but good things to say about it. I have seen some of the work coming out of there and other schools in Canada which exceed the quality I see here in the states.
One last point. The company I work at right now have been trying to find designers in the US without any luck. I have seen hundreds of portfolios of diluted work. We are actually about to hire 2 canadians next week.
