I don't think anyone anticipated the breech of the leveys.
I don't think anyone can tell you right now with confidence if the leveys will be topped or not, but that's obviously a very very grave concern.

When the planes hit the World Trade Centers I don't think anyone could have told you right then with confidence that the buildings were going to fall, but it was I imagine a very very grave concern as well. Not sure how the two are different, and much the same after 911, the cleanup and destruction was far greater than anyone could have imagined.
I think it's shitty how many things were handled in NO, but, so many people dropped the ball how can you blame just one?
