thats wierd that different states have differnt quallifying levels. Firstly, immigration is a federal issue, not a state issue, so the immigration laws are passed at a national level. Secondly, what is to stop people moving to a state with lower eligiability requirements and then simply moviing to their preferred state once they are in?
