flash can load jpgs dynamically.. has been able to since ver4.0
Flash 8 has the ability to dynamically load GIF,
PNG and Progressive JPEG

(Dec 19 05, 09:35)flash8 does all the above, anything else only does .jpg, and NOT progressive .jpg -save for web in PS - just uncheck the progressive box...
