well for some this is true.
they probably did not do anything in their native country and had no or little education when they came to Europe.But Europe accepted them and is therefore responsible to help these people turn into decent civillians. but this theory is completely against American philosophy, which is based on a meritocratic ideal.
Let's not forget that the French authorities are highly divided about how to handle this situation; it simply tells us how complicated and structural this problem is.
