You dont need seperate Actions for width and height.. You can handle both in one Action. (in Image Ready at least)
After recording your Action, double-click the 'Resize Image' step of the Action, then you can choose in Action Options: 'Fit Image By Width and Height'.
This process works for fine-tuning quite a few options after you have recorded an action, such as positioning a text element relative to the bottom right corner (minus values) rather than relative to the top-left corner...
