Do you honestly think the way he dresses will change his behavior? Someone can fall off a motorcycle and crack their skull open and still choose to ride without a helmet. It makes no difference.

it creates an aire of civility, why do you think the military makes soldiers wear uniforms? it helps force behavior. that guy will still be a jackass, but if players are forced to look professional, then they may act as such. the nba has to put the smack down, remember the brawl that had players running into the stands decking fans?
