mx, i don't think there is such a thing as a damp index, but i made it up. in new orleans, you can't tell how hot it is just by reading the temperature. you have to take into account humidity and air pressure and the number of cockroaches in your flat and all sorts of other things. so they created a system called the heat index that tells you how hot it really is.
i think they should do the same for cold. i mean, they do already, with the wind chill factor, but they don't really count up the damp and the fog and tell you how much colder it is for those reasons.
