Seperating Design from Code is a great idea, but CSS is a botch of a solution, thrown together by techies, who understand nothing of the fundamental of visual design.
They have effectively thrown out the concept of the GRID which is the backbone of all design.
There is no way on this earth that you should have to spend weeks reading articles about how to hack code to get a basic layout going in any code language. Fundamentally the tags and the floating, and the rest of the hack solutions they have come up with are flawed for anyone using any kind of a grid system, or website that isn't just a blog.
