  You can design .rex or .rx2 files with a program called ReCycle! which was originally designed by the preeminent program designer Steinberg, but I guess was sold to Propellerheads. Basically, you can import .wav files into it and then export once you are done slicing the different areas in a beat-based loop. Exporting to .rx2 or .rex. The ReDrum machine and the Dr. Rex Loop Player both support REX files. ;)
