Well. While most of the solutions that macromedia recommends on his forums works, there are some cases in which it's impossible to avoid that shifting effect.
My recommendation, after dealing with the problem for a long long time on a personal project, is if you plan to abuse bitmaps on flash (specially working with juxtapositions of them) the best choice is to do the project in director. Director has a way better control over bitmaps.
