Are you referring to the democratic administration of Louisana and the city of New Orleans?
If blame falls on anyone for the aftermath of Katerina it falls squarely on the shoulders of local officials and Congress for not granting New Orleans the necessary funds long ago to protect their city from this eventuality.
That's the 500lb gorilla in the room you don't want to talk about.
