I think the comparsion to chicago is a great one.

New Orleans is an important economic port in America. And while a large part of the city is dreadfully poor, there is a lot of money there. Hell, a large part of Chicago is poor, but the city is still crucial to America.

But look at Chicago before and after the great fire. Chicago was rebuilt with the past in mind. And was barely recognizable as the city that burned.

New Orleans will be rebuilt, but they need to take some advice from Chicago. Spend the money to make it truly world-class and spend the money to not only fix the problem but assure it will NEVER happen again.
