it is all about communication, the way you do it as a public figure, a leader even, is how people perceive you. If you show strong personality, and i mean charisma with that, people see a human being with good and bad qualities, and since noone's a saint, people will relate to this as they see a personality.. someone who can make a strong impression to bring a message, and better even; show his intentions to the people.
and Bush, imho, has the charisma of dried shit on a deserted road.
