IN your options that you mentioned here is the run down:
ASP : hardest
PHP : can be easy and hard
CF: easyIf you are low on budget you'll defnitely want to go with PHP and MySQL combination. I think you were mislead, but PHP and MySQL can be put on almost _any_ computer not just linux.
Also PHP and MySQL work wonderfully with the Apache server.
