As with any other technology, web or otherwise, I think it all depends on how they are used.
Generally, I don't use them simply because it makes pages hard to bookmark, etc.
However, I am a proponent of the 1 pixel frame in order to store session variables and the like.
But as an interface element, I steer clear.
Just my 2 cents.
