I see what you are getting at kOna, some things are difficult to 'rationalise'
Back in the 50's there was a big flood in a place called Lynmouth in Devon, England.
On initial inspection you could quickly jump to the conclusion of bad weather, lot's of rain, river bust its banks... just bad luck, a cruel hand dealt by ol' mother nature?
Here's a bit of 'science' which helps prove that people of Lynmouth could, perhaps, have made their own luck.
There's not one simple conclusion so I appologise in advance if you are after a 'soundbite solution', but It's a good example of investigation, research and problem solving in an attempt to save lives and make peoples lives better.
