The absolute best audio arrangement program is Logic 7. They have tons of possibilities with the built in synths and effects. If your looking for more experimental or sci-fi type effects try Native Instruments Reaktor 5 or Absynth and finally one of the best softwares for processing and making sounds visually is Metasynth.
There are others that are amazing but they are more of a time investment. Metasynth is very intuitive especially for people who work visually because it allows you to paint sounds.
